Proposals for Commission of Portrait of Dennis Daugaard
Note: While the proposal indicates a March 1 deadline, the Governor’s office will accept proposals from South Dakota artists through March 15.
Subject Summary
Daugaard’s second term ends in January of 2019. Per tradition and to preserve South Dakota hisotry, an official portrait is needed to hang in the South Dakota Capitol Building.
General Specifications
Portraiture: A 3⁄4 length portrait depicting Dennis Daugaard
Portrait Size: 40”h x 30”w
Frame Size: 3.5” ornate, antique or gilded appearance with affixed brass plate nameplate noting years of gubernatorial service.
Medium: oil on stretched canvas is preferred. The portrait must be glazed or varnished for long-term preservation of the surface.
Display Setting: public display in the State Capitol in Pierre, SD to join the permanent collection of 31 other historical gubernatorial portraits there displayed. Temperature, humidity and lighting in the display area are not a controlled museum atmosphere.
Unveiling: A private preview and a public unveiling event are tentatively planned to commemorate completion of the portrait in December 2018/January 2019.

Proposals
Interested artists are requested to submit a written proposal by March 1, 2018, which must include:
- A general statement of the artist’s education, training and experience;
- A specific statement of the artist’s experience with portraiture and images of such portraits completed for other clients;
- A description of the artist’s portrait process to include any research, interviews, sketches, painting, changes, client approval points, and final delivery method;
- Estimated time to complete the portrait from commission award;
- At least six sample images of the artist’s portrait work; and
- Cost proposal, including:
- Portrait fee;
- Estimated frame cost;
Dennis Daugaard is the 32nd Governor of South Dakota.
Daugaard was elected in 2010 and
sworn in on January 8, 2011. The Daugaard/Michels gubernatorial ticket was reelected in
2014 by the largest margin in South Dakota history.

- Estimated cost of final delivery to Pierre, SD, 57501;
- Anticipated travel required to fulfill the commission (trips and their purpose); and
- Any other foreseeable and anticipated costs to fulfill the commission based on prior experience.
Images requested in items #2 and #5 may be submitted in 8.5”x11” or smaller printed form; or as electronic images (.jpg, .tiff, .gif, etc.) on media (CD, DVD, mobile USB drive) or emailed; or as links to online images on the artist’s website.

Artist Selection and Commission
Selection of an artist and commission of the portrait is at the sole discretion of a privately established and funded committee of family, friends and colleagues formed to commission the portrait.
Selection of an artist will be based on both quality and cost considerations.
The award of commission upon artist selection will be made in written agreement between the artist and the committee. Such agreement will reserve the right of the committee to terminate the agreement if not satisfied at 30% completion of the portrait, with further payment to the artist of only a $1,000 inconvenience fee, without appeal from the artist.
Any artist submitting a proposal will be notified in writing of final disposition of his or her proposal.
